Are you a client in a multiplayer game? I'm not sure if that is working properly yet.
Can you at least place ore in hoppers? Once you get a hopper on the smelter you won't be using the smelter UI directly after that anyway. If that works you can use the easy mode hopper for the smelter input rather than burning coal. Of course I'm not sure if clients can add coal to the CPH.
If there still is a bug I'm sure it'll get addressed soon. We probably would have caught it if we were able to have the MP test yesterday but since we didn't it's a good thing you reported it so they can look into it.
You can't trade items but in the future you won't really have to. Items dropped on the ground aren't synced yet between client and host. The same is true with items put into crates. These both should be coming in the near future as the core of survival MP is finished.
The requirement of 25 ore to get a smelter running seems like it might be a bug. Are you playing on easy resources?
The host was able to add to the hopper and it did take away slots as it should and add them to the hopper however clients can't access the bars to get any and as the host can't trade or anything we are limited in what we can craft.
