Absolutely not.
You can fly with live traffic / weather. If you are in Free Flight and you move the time slider back you can fly with traffic / weather that was 'recorded' for that time of day in the last 24hrs. Traffic / weather data is not 'as was' beyond the last 24hrs or as forecast in the future for weather.
Closest you'll get to 'as forecast' is for the AI Traffic where using the offline option for a future date should generate traffic for that time / date based on expected schedules built from previous historical data. This is a static file though so it will always be the same for a given time / date of the year regardless unless a newer version of the data is published at some point in the future.

When you were able to see ships, what was your Traffic Setting? Realtime or AI offline?
Ships and Fauna are both settings under graphics. Ships I had at Medium. Fauna I keep at low.
I had turned air traffic showing in career off in the online settings. I have now turned that to on. We shall see if that makes a difference or not.
