Its when the sim wants more video memory than there is available.
Check your vram usage when it starts stuttering again. I used a free tool called GPU Temp. Its for monitoring gpu temperature, but also shows vram usage. If its close to 100% when it stutters, than your GPU is in overflow state. If you can verify that this is causing the issue, you can reduce graphic settings to fix that. Especially terrain lod and texture quality have a significant impact on vram usage.
