Why can't I buy the upgrade to Premium Deluxe on Steam?

The upgrade to Premium Deluxe on Steam is showing to me as "not available" even though i have the Standard version.

Is that happening to everyone?

Is there a reason for this?

The reason you can't buy the Premium Deluxe upgrade on Steam is because Microsoft doesn't sell the upgrade path as a separate product through Steam. That’s by design, not a bug.

If you bought the Standard Edition on Steam, and now you want to upgrade to Premium Deluxe, you have to buy the upgrade inside the in-game Marketplace using your Microsoft/Xbox account, not through Steam directly. Why? Because Microsoft wants that sweet, sweet revenue staying in their ecosystem rather than giving Valve a cut.

It is. Click it in the game, and then you get kicked to Steam. Simple potatoes. I just bought a plane that way.
