Got a fine for undesignated landing area when I didn't

When flying a helicopter I was landing, and I never touched down, I was about 6 feet high and around 2 meters away from the "runway" for helicopters, and it gave me a fine for it. I know that it counts it as having landed after a certain height, but the game should not be able to give a helicopter a fine for undesignated landing area until they actually touch down in an undesignated landing area.
