Photogrammetry should be working. I've confirmed it's working for me, but I'm located in Canada and can't personally test the player experience on EU servers.
Can you ensure that you have this feature enabled by browsing to Options -> Online -> Photogrammetry and making sure the box is set to set to on?

Tried Chicago and it was there but v low resolution.

Yes, the option is on. I also changed between on/off and restarted the game and didnt see any difference in new york. Based on youtube, some buildings should look very different
