I also found this in the official MSFS2024 FAQ, which confirms it:
I wonder if we will eventually be able to buy the newly added premium deluxe planes separately. If not and I buy the standard now, if I later decide I still want the new premium deluxe planes I have to pay even more because upgrading is more expensive. If I buy the premium deluxe now I am unnecessarily paying for many of the same content again.
Yes, of course. You just have to send your PC to Microsoft HQ and they will gladly install it for you.
I hope it's more than just the planes from the premium deluxe fs2020. It better be all the 3rd party and DLC planes from fs2020 as well or there's no way I'd switch over any time soon.
You can install your 3rd party and DLC planes from FS2020 into the FS2024 community folder just the same if you purchased them externally (FS2020 marketplace content should also follow the following idea re upgrades / costs and will be made available in the 2024 marketplace in most cases). Whether they will all work or not is another thing. For the most part they should but they will not take advantage of the updated FS2024 flight model and in the event that there are any bugs or issues with them in FS2024 it'll be up to the developer as to whether they fix them or not.
For 3rd party aircraft that also means it will be up to the developer whether they'll charge you extra in the event that they do need to push out an update. At that point they may decide to either simply fix the issues in the existing aircraft or make a completely new 2024 version - or even do both at different price points.
And you pay for it.
