Are you sure it is installing to E, it usually gives you a choice when going to install if you have multiple librarys set up to install through in the steam settings/downloads.

You may want to try defragmenting that E drive as it may have a bad sector or 2 that is stopping the install.

Then try installing again and if still that issue maybe do a disk cleanup on your C drive. Maybe the game needs to store temporary files before installing on the C drive but it really shouldn't have to.

If worse comes to worse you could make another Drive partition of say 25GB or whatever size you like that is big enough to hold the game and patch data and install it in there.

I meant on your 760GB drive, make another partition to try to put the game into on there.

Also try the disk cleanup as I said, if nothing else it will give you some space back on your computer. It gets rid of temporary files and other stuff that is not needed any more. I just did mine recently and got just over 9GB of space back and that is just from about 4 months of not needed files built up.
1) Open Disk Cleanup by clicking the Start button. In the search box, type Disk Cleanup, and then, in the list of results, select Disk Cleanup.

2) If prompted, select the drive that you want to clean up, and then select OK.

3) In the Disk Cleanup dialog box in the Description section, select Clean up system files.

4) If prompted, select the drive that you want to clean up, and then select OK.

5) In the Disk Cleanup dialog box, on the Disk Cleanup tab, select the check boxes for the file types that you want to delete, and then select OK. To remove data from a previous installation of Windows, select the Previous Windows installation(s) check box.

6) In the message that appears, select Delete files.
