south part of Loggers is better for mules, from the field lodge to the south (up on the open fields). and around the border lodge too.
south island of Whiteheart is also full of Whitetails, seen alot there.
although there are white and blacktails in RFF, i barly hunt them there :/ going there for bears, moose and elk.
but they are there, at the coastline south, and in the hills in the north too. blacktails around the "crater"
same with TGT, dont hunt those deers there, would spoil my hunt on other species if i shot every mule i see :)
at the end, its all about a lucky spawn. sometimes they run across you just when you leave the lodge area, othertimes you dont even find a track for 20-30 min realtime.
what i do is using the caller while i roam around, hoping for a callback. and i do crouch nearly all the time.
only walk after a shot or when i want to get somewhere. barly ever run, only if i want to complete a travel mission and have all the animal related parts of them done.
good hunting
to find both together hunt the mid-north and southern tip of loggers point.
hunt around the rivers in timbergold or the north half of loggers point for mule deer
