Anti-Cheat system?
I think there should be anti-cheat system. for example in online party if there someone uses cheat, he will banned temporarily or permanently.

there isn't, and cheats are build into the game with the dev console anyway

it'd be kinda silly to develop cheats for a hat in time or ban for them considering you don't gain anything from using them (except getting 1st place in levels I suppose?) dev console is basically cheating and using it online doesn't harm anyone else.

Further confirmation, 'cheating' in Hatty Times detracts nothing from other players, aside from bragging rights on who got the time piece first.

Even then those are few and far between; lotta times people just like running around the levels.

You can't really cheat, can you.
I mean you can install god mods but the only person you're cheating is yourself.

This is a very off topic question... But how can you cheat yourself, like this comment is implying you are in a relationship with yourself but is it really a relationship or is it masturbation?

Lmao, based on the fact that online parties can hold up to 50 players I think it's meant to be anarchy. Cheating doesn't really do anything.
