Because of this, it's more beneficial to not have your stickers in your inventory. So you can keep them by either trading to a safe source or putting them on the market for a too high price, such that a clean inventory guarantees stickers to spawn.
Bad game design by the developer as it was obvious players would do this.
there are some holes in it but is not really bad design, just odd design choices.
