SECONDLY: How am i supposed to pay off ALL OF THE DESTRUCTON THAT IM CAUSING IN THE DEAD BIRD STUDIO?!?!!?!??!?!

That "Bill" is just for show, you never actually pay it off, you would know if you actually completed the level

It seems that the bill is working on you exactly how the authors wanted it to be: you get nervous xD

Really, it doesn't matter how high the bill is. But there is a Steam achievement (Secret Intruder) which wants you to get through the level with the lowest bill possible.

Which means... you are only allowed to open the hatch and get billed once. Anything else can and must be avoided totally. If you don't want to find out how by yourself, see my vid.
