Inside of Nyakuza Metro. There are many food stands around, and when you go to one, there will be text saying you have an undiscovered combo if it's possible to make a new combo with the foods there.

I believe you must have the exact foods for the combos to count, and no additional ones. The combos are based off of actual food combos, so it shouldn't be hard to get just one of them. For example, fries and fish for fish and chips combo.
