How to reach top of Mafia Town water spout?
I'm chasing a rare sticker that spawned in Mafia Town, and it looks like the map badge is leading me to the top of the water spout, where the theatre is. But the only times I know I can get there via the cannon are Down With the Mafia, during which the arrow doesn't show up implying it's not there, or the lava level which I really don't want to do again if I can help it. Is there another way up there that I'm missing, or is there another chapter when the cannon will be available? Or is it somewhere between the middle ring of the tower and the top?

The cannon should be available in the Golden Vault chapter
