in mafia town the map badge is telling me to go up the water tornado thing

The sticker is hanging on the back side of the Mafia HQ.

I had the same problem. There is no way to travel up there, because the cannon to do so is locked in this chapter. Goint to a chapter in which it is unlocked doesn't help because the sticker will not be in those chapters.

For me it totally looks like a bug. So I used a mod called "Infinite Flight Badge" to get up there.
But if someone knows a normal way I will also be glad to hear how it works. But I absolutely believe there is none as I tried a lot of things.

Some acts give you access to the cannon to get up to the HQ, the problem is, in all those acts the sticker is not there. I tried them all. It only appeared in act 1 Mafia town, and in this act, the cannon is locked. At least it was like this for me when the sticker appeared.

I had the same issue. The sticker appears on act 5 too where cannon works
