I think so, its a bug rn if you don't have the DLC and should be fixed in the next patch
EDIT: 100%ing doesn't change the ending does it?
I remember seeing grown up Hat Kid, but my memory's vague, was that maybe from one of the alpha/beta builds?
I think the game is a bit better for it, although that's a discussion for another thread, probs.
To clarify, you don't need the DLC to 100% -- completing content in the DLC pushes it past 100%
Death Wish contracts are what push your progress past 100%, up to 110%.
At least that's how it was whenever the DLC first came out.
