A late-game hat that allows you to temporarily stop time. The hat can be crafted after finding a Time Stop Yarn, that can be found within the Alpine Skyline.

You can complete the race using either the Time Stop hat, which is the last hat able to be created in the game, or you can do it just using your scooter if you are fast enough.

It's actually possible to do it by just the hat kid though, but pretty tight.

Intended cheat would be time stop hat, or if you want it early just use a scooter.

Yes the speedrun route does use a path where you dash to the cannon and dash to the finish, which is just as tight as the scooter route, if not harder to pull off.
