Death Wish's "Camera Tourist" 6th boss?

I'm not sure if I'm just dumb or something, but I can't figure out how to take a photo of the 6th boss for "Camera Tourist". So far I've gotten:

The Mafia Boss
DJ Grooves
Toilet of Doom
The Snatcher
Mustache Girl

I'm assuming the Conductor is the one I'm missing, but since DJ Grooves was the boss for Battle of the Birds for me, I can't figure out where I can find him. I tried replaying the levels in "Battle of the Birds" to make him win the ceremony, but for some reason, it didn't seem to register and DJ Grooves was still the final boss of the level.
I was hoping to find the Conductor in the Boss Rush, but he doesn't seem to be there either. Am I missing something here?

You have to take a picture of the other Director in the upgraded boss version of them.

Just select the finale act and you should have bad weather again.
