What exactly are they? Like the Time Pieces you need to finish the level or what?

When they say "Mod Rift Tokens" They actually mean "Collecting Time Pieces in Mods", because everytime you get a Time Piece in a Mod Level that you haven't gotten before, you get a Rift Token.

Rather than updating the number of Time Pieces you have collected, the pieces in mods give you one rift token. The number of "mod rift tokens" effectively boils down the number of Time Pieces you've picked up in mods.
