Mario began develpment after the release of Super Mario 3D World in late 2013, according to its wiki.
There's no leg to stand on, A Hat in Time went into production first and released before Mario did. Neither was a rip from the other, though it's clear that A Hat in Time was certainly inspired by its 3D platformer predecessors. Namely, Super Mario Sunshine, Luigi's Mansion, Psychonauts, and Banjo Kazooie.
