When do I get more Badge Pins?

I'm at ACT 3 (Subdcon Forest) and so far I've been able to purchase only one badge pin. Online search returns a number of threads about a bug -- is it my case? Or am I missing something?

Thanks, but I meant badge pins — badge slots, in other words. I bought one badge pin on the very first level which allowed me to have 2 badges equipped simultaneously, but I can't get another pin, the salesman doesn't offer it. And some threads online suggest I should be able to buy one at this point in the story.

I also have only 2 badge slot and may have the same question as I played 5/6 hours and I unlocked some achievment that are less common that this one according to the steam pourcentage.
How to unlock the 3d slot ?

Here's from AHIT wiki: "The first pin can be bought after getting 3 Time Pieces, and the second after getting 14, allowing Hat Kid to have up to three badges equipped at a time."

So far, I have 14 timepieces, and the badge seller in Alpine Skyline isn't selling the second pin. I haven't been playing that long though, perhaps I need to progress more in the other chapters.

The threshold for unlocking the pins in the Badge Seller's shop is based solely on Time Piece count, not on collecting particular Time Pieces or finding the Badge Seller in particular locations. However, the threshold for the second badge pin as actually 15 Time Pieces, not 14.
