At first, the penguins except the first one did not be activated,
so even if I approached them, nothing happenen.
I was angry, went to the hub, and restarted this ♥♥♥♥♥♥♥ stage agaian and again,
finally, I cleared this ♥♥♥♥♥♥♥ stage.
I spent more than 1 hour to clear this ♥♥♥♥♥♥♥ stage.
Why were they not activated?

I don't know what your problem is, or if you're not understanding the "rule" of Picture Perfect.

Only pinguins with the yellow/orange emote (saying they're discussing to each other) can be interacted with to earn fans.
Normal pinguins don't earns you fans.
