I found this too and I think you can get here without cheats. There is a spring at top of the green cleaning station near an egg in a cage which leads there. Maybe that's the Death Wish challange of the DLC

This isn't a jojo reference, it's a reference to the character of Goro Majima from the Yakuza series.

That's Goro Majinya. This is not a Jojo reference, but a Yakuza reference. Go play Yakuza Kiwami for a few hours, and then you'll see.
