Alternate between pressing 1 and 4.
If you're on gamepad, alternate between pressing up and down on d-pad.

Yeah, on the controller just quickly press up and down twice each, alternating. On keyboard, you do the same with 1 and 4.

I just spam 1 and 4 until it happens. If you do it with the baseball bat (Nyakuza DLC) equipped, Hat Kid will act intimidating with the bat instead of smug dancing. Just switch back to the umbrella to go back to being smug.

it unlocks after getting 20 time pieces, theres an ice hat manhole in the lab that gets you to the chapter.

you need the dwellers hat, you gain it in chapter 3.
