Why do I drop frames?

I'm running a GTX 960m, i manage to drop frames from 60 to like 35 for places such as the mafia place when it rains and inside the train

Have you tried going full screen? When I switched from borderless windowed to fullscreen it fixed my fps drops.

I'm already playing in fullscreen

Play with settings a bit , there are lots of things you could change to optimize the game. My bet will be shadows and resolution

Same happened to me. What I did was just turn off V-Sync and now I remain at a near constant 60 FPS save for the Parade mission, dropped a few times to the 30's because of all that was happening. I'd try turning that off in the settings. I hope this helps, mate.

Thanks for the comments, I turned off motion blur and most of the effects, I'll keep on trying.

I have a gtx 970 and it struggles to maintain 60 fps in mafia town. Turns out dropping the draw distance slider down to Standard or High Quality fixes this.

i meet the recommended but in mafia town and such when i look at it from like the light tower my game drop to 40-45 fps i really don't know what option i can change to stop this from happening.

980m means you're on a mobile card, which are far weaker than a desktop 980.
turn settings liek ambient occlusion off, turn off depth of field, motion blur, and shadow quality.
might also wamnnma drop texture fideltiy to medium or low.
