you need to use the new game plus mod to unlock all hats to get the hats which glitched out due to mods

the turn off all mods / unsubscribe from all mods in workshop buttons actually do what they say they do
trying to turn off individual mods always leads to baffling game crashes and the mod hats that add slots to inventory / overwrite default skins just never going away -_-
