near the ocean in mafia town you can get a bucket full of crabs, I think and you can go all the way back to the top of mafia town and enter act 4 by placing the bucket on one of the buttons outside of the door that leads to the entrance of the act

With the way Mafia Town is set up, if you get up there with any item, you can press down both buttons and open the door. The only 2 missions that have the cannon open are Heating Up Mafia Town, and Down With The Mafia. The rainy versions of Mafia Town are the same level, but with a different skybox, lighting, and rain. So this is not a secret at all, more just the way the game works. Another note is that no matter what you do, the cannon will only be open on the lava level and the boss level.

about the closed cannons, there's a level in alpha/beta versions where you have to fix the cannon. which is obviously scrapped in the final game.

I think things like this were put in the game because the game has a speed run option/mode. Not too sure though but I think they were trying to make the game have exploits like these on purpose just for the convenience of speedrunners
