How do you get inside the mafia cave?

My relic map keeps pointing me to this area. I've tried it at all heights, and managed to find 3 tokens not on my counter (behind the mafia casino, inside the mafia casino, and on the lighthouse), but my map keeps pointing me to this area that has to be inside of the cave. Mafia town is the last level that has relics inside it (unless there's a second loading screen in the dead bird studios underground), I only see two more items inside the roulette wheel, and I currently have two tokens (I missed the lava token before they removed it). How am I supposed to reach it?

Are you talking about the relic in the casino 's basement (ice hat to activate behind the bar in the first room of the mafia HQ

Apparently there is not enough token for all item in the roulette

You can't. The relic you're looking for is found by finding a destructable crate with graffiti circling it, and crawling into the hole behind it.

The casino itself is a different loading zone, and therefore has a different relic map.
