Missing a key item [SOLVED]

So I just encountered a second level in which the game states I am missing a key item and therefore cannot complete the chapter. What does this mean. Like do I miss a required hat or pin? Because I can play the level but if I cannot complete it then it is not worth it.

Is it chapter 1 act 5? The cheating the race one?

Chapter 1 with the race yes and the next one is the movie set, second level for Conductor

You need an item from the ghost stage in chapter 3 act 2. (the title of the stage is something about a well can't remember the exact title)

You need the hook badge and the time stop hat.
The hook badge is in the water well (the levels that are in the bedroom of the spaceship).
The time stop hat is in the mountain (the free roam level).
