Mafia Town Act 5: Cheating The Race locked due to missing key item.
I have actually beaten the final boss and completed World 3 completely but I still cannot do this level because I am missing whatever it wants me to have for it. Any help? Thanks.

you can actually beat it without time stop hat. You just need the scooter badge.

you also need to be very careful not to get hit, stuck, ect. Pretty much a perfect run and you can beat it.
