Grab onto Bee Helicopter Rings?

In Mafia Town there are these Helicopter-like drone type things in mid-air. They have gold and black stripes and a ring at the bottom.

My guess is you have to grab onto them and jump from them to get to places that are out of reach but I can't seem to grab them. Do I need a specific power?

If I remember right, you DO need a specific hat to grapple onto those. Can't remember what it is, though.

Actually, you need the Hookshot, which I think is a badge, not a hat.
