...what the hell is he supposed to be? A coyote? A lizard? A monster? I know this is joked about a little bit in-game, but is there an answer beyond just being a strangely-designed, unknown creature in a world otherwise populated by birds?

If he isn't a crossbreed, one of his parents probably is a long-eared owl, the other one is a different kind of owl that has a large beak and ruffled feathering (since the majority of long-eared owls has normal beaks and smooth feathering).
The beak could also just be a comedic clue that he's a loudmouth.

If he actually is a crossbreed, then, again, one parent probably is a long-eared owl, the other one could be something like an eagle or an atlantic puffin.

It's also not excludable that he could be half owl, half penguin (and that his beak could be some sort of birth defect).
That can lead to the theory that his father (penguin) left his mother (owl) when she announced her pregnancy which makes him hate penguins and motivates him to be better than them.

Last but not least: He's a virtual character.
