Graphics renderer > If set to Direct3D 9, you might want to switch it to the other "OpenGL"
Audio settings (under Advanced) > Sound renderer -> change to another option ie Hardware Mixer.
This issue sounds like something that might happen when these settings are set to their DirectX options. Having DirectX 9 redistributable is recommended but shouldn't be essential with v1.7.
Also be sure to Run As Administrator and also try the game in Windowed mode to see if things improve. Once loaded in Windowed mode, you can press Alt + Enter to make it fullscreen.
PS. Save file would not load a stuttery game, save file does not load any "technical" elements, just what room you're in and what items you have etc, and if there was a problem with one of those it wouldn't stutter, it would crash with an error prompt.
