I agree, it's an accent feature I sometimes find a little irritating (both in games and when speaking to folks). That's just my personal gripe though.
That said, I can totally understand if non-native speakers might find the intonation a bit 'wrong' because the usual function of the inflection is essentially redundant.

Ok, hope that's what makes Susan herself like a person with some unconfidence through her whole life (maybe)... a bit overreacting from voice acting is still possible though, IMO.
However, besides that everything is perfect and i can't agree with:
From what I see and hear, Ann is by far one of the few characters that sound like normal people we meet in everyday life. The other one is the ugly bald man who hates cats.
"Best Voice Acting" in AGS-2012 was given to Cat Lady by all the rights to actually have it, especially since most AGS-games don't have any voice at all
Still not sure what your point is.
