Mobile phone not working in chapter 4

I have done all the prerequistes but cannot make a phone call from the mobile phone to draw the woman out of the shed. I have played through twice, watched and read walkthroughs and my game just does not want to display a phone number...therefore I am stuck as its pretty gamebreaking.

Examine the phone in the library to get the phone number. That should add an option to call the house.

oooooooooooooooooooooooohhhhhhhhhhhh.....examine the telephone, not the cell phone. Both are called phone in the game btw.
