I get it that the Octane is the most popular car (although I can't fathom why), but seriously, just let all players use these decals.
Yeah, it would be way cooler if I could use my mommy's credit card to buy a cool upgrade that made me hit the ball directly into the other team's goal and even shoot through their car doing a "DEMOLITION" and make it go in anyway and it could be just like $1000 thousand dollars because my mommy has so much money to buy Rocket League™ items with for me instead of just dumb stupid skins that dont do anything lol wouldnt that be cool though and awesome
It's much more time-consuming than you seem to think to adapt decals to different car bodies, and the return on that time just wouldn't make sense. An R2D2 decal would probably look awful on the Dominus anyway, but if a Dominus decal relies on the hood to make the design work then it will need a completely different thought process for the Dom GT where the engine block obliterates the entire area, and then...
There are more than 140 cars in the game now. So not only is this an infeasible amount of work, RIP your inventory organisation after buying one decal pack (let alone multiple decal packs/Rocket Passes over several years).
