It's clearly local issue in Brasil so general troubleshooting steps may not help in this case.
So if you changed DNS only for IPV4 then try IPV6.
I don't know what exactly fixed it, but I followed the steps from your link:
3. Restart your router to improve the connection.
4. Try deleting the Rocket League cache.
8. Synchronize the Windows clock to avoid time conflicts with Rocket League servers.
9. Add an exception to Windows Firewall to ensure your computer can connect properly (I disabled the firewall).
10. Use Google Public DNS:
IPv4: 1.1.1.1 / 8.8.8.8
IPv6: 2001:4860:4860::8888 / 2001:4860:4860::8844.
After all this, I restarted my PC, launched Rocket League, and it works. Thank you!
