For game crash we can try look straight for RL report details which usually can show reason of crash/not responding :
On Windows open Control Panel - Security and Maintenance - Maintenance - Reliability History (Monitor) - View all reports - Search for Rocket League and View Details - Double click to open report with recent date/time when game had recently issues (if you have more reports click on "More"). We can also try check Launch log or -backup text file why game crashed; from Documents - My Games - Rocket League - TAGame - Logs folder. Try show few last lines at bottom from text file after something like "Critical error".

Otherwise common universal fix can be to disable cloud saves on Steam and rename folder :
Steam Library - Rocket League - Properties - Untick keep game saves;
then rename Rocket League folder in path Documents - My Games (e.g. to Rocket League Old, but name doesn't really matter)

Player was using TP-Link extender - they rebooted this extender and everything was working fine after that so may be potentially helpful in your case too.
