My Fix for "Person in party has not accepted license agreement"
I turned off steam cloud. I also had to go into C:\Users\Owner\Documents\My Games and delete the Rocket League folder. I booted up RL and it fixed the issue. You lose your replays/training packs though.

You also lose Video Settings.

Instead of deleting that Rocket League folder you could just rename it - it will create backup folder for Replays and Trainings in TAGame - Demos and Training folders as explained at bottom of EG help article https://www.epicgames.com/help/en-US/c-Category_RocketLeague/c-RocketLeague_Gameplay/what-rocket-league-information-is-stored-locally-and-what-is-on-the-server-a000084283

I didn't know that it would delete your video settings as I run default. Nice to know!
