What Graphic card you have ?
Need to have installed required Microsoft Visuals C++
Right click Windows start button - Applications and features - search C++
You need required C++ 2010s (x86 and x64) and 2015 (x64 should be enough). Also you might have C++ 2O17, need to first uninstall to be able to install C++ 2015.
To be 100% sure upload screenshot of C++ for example through https://imgur.com/upload

Also You may be unaware of some issue with Microsoft OneDrive cloud service which may cause some issues. For example your files are not syncing properly or can not delete Cache folder, rename folder, or just some issues with game finding these files.

Launch log in Documents - My games - Rocket League - TAGame - Logs to try find something about why game crashed.

Search for Rocket League and View Details for most recent date. (if you have more reports click on "More" and double click to open one with recent time)

Also, if you don't disable Steam Cloud sync, doing the rename old won't work.

I believe I have all the C++ files downloaded. Rocket League worked for me 4+ months ago but now it doesn't. Are these the files? https://imgur.com/a/nCBcRvr

My graphics card is a NVIDIA GeForce GT 745M and updating my cards was one of the first things I tried. My Processor is an Intel(R) Core(TM) i7-4500U. I've gone through all the updating and restarting options as far as I know.

As for the logs, I found the TAGame file but Im not sure how to launch a log to document what the problems are. My TAGame file only has Config, PCConsole, Legal, and a Splash folder.
I probably should've been more specific about my crash issue too. I start up the game and there's a white Rocket League windowed box that just says (64-bit, DX11, Cooked) and sometimes turns into (Not responding). After that, sometimes I get a full black screen or a white screen. This is how Rocket League used to load on my computer back while it was working, but this time it just crashes after the black screen and I have to hit the close program prompt.

You were in wrong TAGame folder (game installation folder), i meant :
Documents - My games - Rocket League - TAGame - Logs = Lauch text file if it is not empty, otherwise Launch-backup.

GT 745M is not best but should be able to run.

Basically running cmd as administrator and running 2 commands - DISM and sfc.
But Reliability History report showed - Fault Module Name: "igd10iumd64.dll" is related to Intel graphics driver.
Can try look here for example, shouldn't be much different for Windows 7 or 10 :

Just in case were you able to launch game after f2p update in September 23th 2020?
You can change this by going into your Windows 10 settings under System > Display >Graphics Settings
There will be a Graphics Performance preference area. Just add Rocket League to it and tell it to run on High Performance.
Here's a screenshot for example. I am on a Desktop, so it only shows my one GPU.
