Your platform overlay is disabled, enabled it and restart rocket league.

What is that? I've never disabled whatever that is. I can't find it in the options. I tried restarting rocket league and it still says that.

I'm trying to buy rocket pass, or whatever.

Did you ever try to buy Rocket Pass before or Credits, something like that ?

It can be blocked for example by other overlays like Discord, Nvidia Shadowplay,etc.

Try it enable in Steam Library - Rocket League - Properties - Enable Steam Overlay.

Thank you! I did what you said and "enabled" steam overlay through the rocket league in my library (even though steam has overlay enabled by default) so I'll go back in and try it again. Thanks!!!

That's true but you can disable or enable Steam Overlay for individual games. If it was disabled hopefully it will help when you enabled it.
And also as you can read in Steam Support article it can be blocked by Antivirus/Firewall or other programs interfering.

Go to Steam>settings>In game and enable steam overlay there. Should fix it

Steam Library > Rocket League > Properties > General >
Enable the Steam Overlay while in Game - *IT'S UNABLE TO BE TURNED ON*

What the heck would be causing THAT???

EDIT: Went to - Steam > Settings > In Game > Enable Steam Overlay while In-Game
and I turned that on...
