Thanks so much. I cleared the folder, disabled Steam Cloud sync and it fixed this issue. Replacing the saves or enabling syncronisation both break it again, but I can live without those.
Unless there is a way to clear the content on the cloud? Not sure why it wouldn't be overwritten by these newer files though.

Idk ive never had a problem with cloud so I never mess with it. Better safe then sorry. But np man lol GL on games.
If turning off Read-Only doesn't fix it. Your Save may be corrupted. Pretty much every time you start the game it creates a copy of the old Save and makes a new one. You could try deleting the latest save then starting the game up until one of them starts working.
