You will play again when they want to fix it.
Other than that only suggestions i would recommend is try to verify game files, disable 3rd party apps related to game, disable Antivirus/Firewall (at best add as exclusion)

Also Reliability History in Windows with Crash/Not responding reports :
Control Panel - Security and Maintenance - Maintenance - View Reliability History (Monitor) - View all reports -
Search for Rocket League and View Details for most recent date. (if you have more reports click on "More" and double click to open one with recent time)

I believe your graphics card is not supporting Directx feature level 11_0 acorrding this part :
There was possible some workaround with missing some graphic textures but update caused it to not work or only with very low fps.
I do have DirectX 11.1 installed and this is the info I have on my graphics card and DirectX:

I did have some problems with a couple textures as of the start of the previous season (wouldn't get rendered and they would display as purple-white checkers) but not many, and I could run the game at 40-80fps (at a smaller resolution, however it did play at native resolution, but I'd just get 50-60% of the fps).

Dxdiag - System tab on right side must have 'Feature Levels' at least 11_0.
It's true your OS Windows (7) version supports DirectX 11 but your integrated graphics Intel HD 2000 doesn't support feature level 11_0. (some Integrated graphics supports it - e.g. Intel HD 2500)
You can see here in bottom 'Graphic features' that number in brackets 10.1 is max supported feature level :

Your textures were missing because either you used temporary workaround or your Windows 7 forced game using DirectX 9.
Minimum system requirements for graphic is for example dedicated Nvidia gtx 760.
I have 3080, no changes were made on my computer, just simply wont start again XD
