Which is your graphics card and directx version?
To see the dx version:
_ Click Start, and then click Run.
- Type dxdiag, and then click OK.
- On the System tab, note the version of
DirectX that is displayed on the DirectX
Version line.
could you also list your PC components?
also, for the exe file problem , could you let me know if you have already tried at least once to reinstall the game?
My Specs are:
Intel Core i7-8750H
DirectX 12
Nvidia Geforce GTX 1080
Windows 10
As for launching the game directly through the exe file, I was able to do that without reinstalling the game completely. However, I did get significantly more lag than I usually do while playing this way, so I'd still like to find a way to fix it.
Try to remove the cache folder in \Documents\My Games\Rocket League\TAGame
Is your win 10 system up to date? the graphic drivers?
have you ever tried to start steam as an administrator?
Are you using bakkesmod/Msi Afterburner with Rivatuner Statistics Server or third party apps?
when you click the start button, does steam show anything? Does the game even open briefly before crashing?
It could also be an antivirus problem, conflicting with the Steam process, so for safety try adding an exception for steam and rocket league.
Launch log in Documents - My games - Rocket League - TAGame - Logs to try find something about why game crashed.

Also Reliability History in Windows with Crash/Not responding reports :
Control Panel - Security and Maintenance - Maintenance - View Reliability History (Monitor) - View all reports -
Search for Rocket League and View Details for most recent date. (if you have more reports click on "More" and double click to open one with recent time)

Do you have ? C++ 2010 and 2015 x64 versions in Windows Settings - Apps - search C++. Image of my C++ :

And.........success!!!...........except....not quite. I ran the game and it actually loaded up normally!
But..... I needed to do some other things so I closed it and then restarted it and now it is back to failing to load again. :(
So, that is very strange, that it worked ONCE, but not after that. :/
As for the 2nd thing you mention, I will look into that soon. Do you have any ideas why reinstalling C++ would make the game run one time, but not after that? To me that sounds like a the 1st run of the game altered some files which are causing a fault on subsequent start ups. I will also try repeating the process to see if it is repeatable.
Also, when the game ran the one time, it produced a log file, but the 2nd time, it was back to creating a zero byte file. I did also try running it with FW & AV disabled and this did not help.
* I looked at problem reports for RL and there are a lot of them during the period where I'm having these crashes. I looked at about 5 out of 40 or so & it seems they are all flagging the "gameoverlayrenderer64.dll" file as the culprit.
* There are no DMP files in my log folder. Only .log files.
I had a new Win update come in and I think that probably did it, most likely, not positive though.
I was thinking about to suggest something like Windows Updates - even optional ones, but usually i am trying to post multiple suggestions to save time.
I saw few times "gameoverlayrenderer64.dll" issue and i think it is part of Steam Overlay.
I believe i helped to solve that with Windows Updates or something else but it did not work always and i did not noted it somewhere.
So trying to be perfectionist and over-thinker may not be ideal sometimes.
What did you mean with duplicate entries - x86 and x64 versions?
I mean it's not taking big space after all.
