which is yout directx version?
to see it:
select the Start button and type dxdiag in the search box, then press Enter.
In the DirectX Diagnostic Tool, select the System tab, then check the DirectX version number under System Information.
first of all make sure to have installed the required Microsoft Visuals C++ versions:
C++ 2010 and 2015

if you have C++ 2O17 and you are not able to install the 2015 one, you need to first uninstall C++ 2O17.
Also make sure to install the latest .NET Framework version:

C++ and .Net were already installed. the issue still persist.
and it's steam version of the game.
it could very well be a compatibility issue with the operating system.
Your version is an insider preview, so some bugs could exist.
also, have you already tried to start other games with steam (games that may require directx 11)?
my advice (if you want to play rocket league) is to roll back to windows 10. see if it works (if you really want you can then go back to windows 11).

- and on recent (or with time when it crashed) Launch or Launch-backup text file in : Documents\My Games\Rocket League\TAGame\Logs -
In RH report look for "Faulting module" or you can also upload screenshot for example to https://imgur.com/upload
In text file you can maybe see something with some .dll in bottom part or can upload text from file for example to https://pastebin.com/
It may be for example NTDLL.dll = Delete Cache folder, Disable Steam Cloud, Rename Rocket League folder in "My Games" to Rocket League Old:
