Run Windows in safe mode and run the command sfc /scannow in command prompt. It will try to fix any corrupt .dll files. If that doesn't work, re-Install the game.
Verify Game Cache.
Disable in-game overlay.
Type -windowed in Launch Options.
At D:\Program Files (x86)\Steam\steamapps\common\rocketleague\Binaries\Win32 there is a file called RocketLeague.exe, run it as administrator.
My PC Specs is:
windows 10
i7 7700 2.8 gh
16 ram
128gb-1tb storage
gtx 1060 3gb vram
Yes that is exactly what happened to me, after updating my windows everything went down.
First, when I tried launching RocketLeague.exe as an Admin from steamapps\common\rocketleague\Binaries\Win32 it gave me the error
"C:\WINDOWS\SYSTEM32\d3dx9_43.dll is either not designed to run on Windows or it contains an error."
Then I went into the System32 folder and deleted "d3dx9_43.dll"
and for good measure I went into the SysWOW64 folder and also deleted "d3dx9_43.dll"
Yours might be different, so delete the one that's giving you the error.
Then I reinstalled DirectX from Microsoft's website https://www.microsoft.com/en-us/download/details.aspx?id=35
which reinstalls the correct versions of the files I just deleted.
That fixed my problem after I tried many other solutions. Hope that helps.

Any help is appreciated. Windows 10 sucks.
Although, the other games that were not working or giving away black screen seem to work, Rocket League is now the main issue. I tried reinstalling it again of course.
Only then (because I'm stupid ;-) did I check my antivirus. And yes, it blocked the .exe file from changing files, and as it runs on auto-mode (I use Bitdefender) it doesn't throw up any warning/information notices.
Once I had allowed it to run, everything was back to normal.
So, always check basics first.
it does make sense to me now, i use bitdefender and i guess that's why it won't open. i am deleting bitdefender btw. thanks real chicken.
