Report a translation problem
Before I knew it was a DX9 thing, I went into the file (steamapps\common\rocketleague\Engine\Config\BaseSystemSettings.ini) and changed a bunch of random resolutions and fps "stuff" to my native resolution and around 144fps (the UpscaleTargetFramerateDocked and Undocked were the ones, by default they were on 60 for me)
I have no clue what exactly those 2 do, and it could be that they don't help you at all, but maybe create a backup, change those values in the .ini file and try it again? Also maybe you should try setting AllowPerFrameSleep to false...?
I could be just talking ♥♥♥♥♥♥♥♥ and it might not help at all, but give it a shot and who knows, maybe it will help.
when on battery, you have low performance, game will adjust and try to stay at 60 fps at the cost of quality

also: setting your fps limit to 250 while you can only handle 60 is stupid, your graphics card draws way more power, generates a lot more heat and noise, for what? 190 more fps that you can never ever use with that setup?

Hz == FPS, meaning more fps then your monitors refresh rate can handle is not good for your components.
obviously a 60 Hz monitor cannot show more than 60 fps... I think it's safe to say that that's obvious. But since you don't know the context of the situation, let me enlighten you:
The bug caused the game to stutter, even OVER 60 fps. So it was basically something like this:
It showed 250 fps --> felt like 40 fps
It showed 60 fps --> felt like 15 fps
and so on. So it would feel like like you were playing at a much much lower Hz than what the game displayed. Which lead to me trying to edit all those configs, and it worked for the first 10 min believe it or not. Setting those stuff to a way higher fps somehow worked. Granted it was only for 10 min, but at least it did SOMETHING.
Now that the bug is gone I can safely set my in-game fps to 60, without having any issues at all.
