Report a translation problem
I suffer from bad routes occasionally. Contacting my ISP and the hosting company of the servers usually solves the problem in a few days...

Try tracerouting (or using WinMTR for more detailed results) an address of an actual game server from your connection history, maybe you can detect a choking node on the path...
You could also try opening a ticket at the official support, but it might take some time and you might have do redo some of your troubleshooting.
edit: Just in case you are looking for an address of a game server: Open %userprofile%\documents\my games\Rocket League\TAGame\Logs\Launch.log and search for :7 and you should find a recent server.
MTR test on the address of a gameserver that you had problems with. This will ensure that you test the actual route to the server, which can often show where the problem is located. Also make sure to run the tests on a wired connection.
That kind of information is also pretty helpful for your ISP, if the problem is located inside their infrastructure. And in some cases it can also prove that there is a problem with the server hoster, which will also help them to fix the issue.
Open your logfile (%userprofile%\documents\my games\Rocket League\TAGame\Logs\Launch.log), search for :7 and use the found address as target for WinMTR.
Any malfunctioning nodes on the route to the server should be pretty easy to spot.
If searching for :7 doesn't work anymore (it has been some time since I had to troubleshoot rocket league servers), you might have to look for the address manually, but it's not that hard to find.
This doesn't fix or detect all possible problems, but it's a good first thing to try when experiencing any latency issues.

I only have these kind of problems with Rocket League since yes.. 3 o 4 mounths. The others multiplayer games is too fine but with this game is continually net problems.
I have tried countless options (reinstalled RL, then reinstalled win10, then installed win8.1..etc) and they not worked it so I think the problem is the Rocket League servers.
I came here because Im also having this problem. Im thinking it might have something to do with ISP's routes just being overwhelemed though. May I ask if you are also on the east coast?
