Thus, you get Grand Champs that are slowly pushed out of Grand Champ into Champ.
They are more or less the same skill level as you. It's just much harder to reach GC these days.
While I agree with what you've pointed out, that's not the main and only reason. There is more to it than just "it's harder than before to get GC". Several other factors are impacting the current match making, the most notable ones being players taking a break, not playing for 1 or more seasons (getting lower in ranked because of soft resets) and those who usually play only in 1 specific game mode and just occasionally to the other ones, thus not being at their "true level" (basically, someone playing only 2s and being GC, occasionally tagging in 3s and never going higher than low champ because they never try hard in this game mode).
This is basically what their latest changes to improve match making are about (the latest news about it makes it even clearer).
Basically it's to be expected that GCs who aren't actively improving at a decent rate will eventually fall to champ. It only ever gets harder and harder to reach high ranks over time and being able to reach GC in Season X doesn't mean you'll be good enough to reach GC in Season X+2 or X+3, etc.
You can be playing your best, but have an unlucky day losing all your matches down 3-4+ ranks. At that point it is difficult to get back where you should be without having a friend or two helping out.

Most people flashing their gc titles are people which bought accounts or boosting, thus they are gradually falling down where their place is.
