Report a translation problem
-verify game files on steam
-update your windows version or
drivers
-Check the game cache files
-Disable unnecessary software
-Check your firewall settings and make sure both Steam and the game are excluded.
-Disable Steam Overlay: Friends List, Browser, Chat (some steam services could stop the game)
Need to have installed required Microsoft Visuals C++
Right click Windows start button - Applications and features - search C++
You need required C++ 2010s (x86 and x64) and 2015 (x64 should be enough). Also you might have C++ 2O17, need to first uninstall to be able to install C++ 2015.

Also You may be unaware of some issue with Microsoft OneDrive cloud service which may cause some issues. For example your files are not syncing properly or can not delete Cache folder, rename folder, or just some issues with game finding these files.

Ways which can help me to try find issue :
Launch log in Documents - My games - Rocket League - TAGame - Logs to try find something about why game crashed.
Can upload text from file for example to https://pastebin.com/
Also Reliability History in Windows with Crash/Not responding reports :
Control Panel - Security and Maintenance - Maintenance - View Reliability History (Monitor) - View all reports -
Search for Rocket League and View Details for most recent date. (if you have more reports click on "More" and double click to open one with recent time)

Got the same problem as of today. 8 hours ago everything worked fine and just yet it seems to have stopped working. Restarted Steam/PC, cleared cache, disabled cloud, renamed the folder and watched it creating a new one. Visual C++ is also all installed [imgur.com]. No report in my reliability history regarding Rocket League. No launch log avaliable (only the old one (733kb!), [pastebin.com] where it was still working). I also closed every accessible program that was running in the background.

Are you sure there was no Reliability History - View all problem reports?
Also since it didn't create new log you may have issue with OneDrive cloud syncing if you have it, look for example here :

There also could be maybe issue with pending/failed/stucked Windows Updates or Antivirus/Firewall.

I just made some quick (rouhgly 3 hours) reverse engineering and found out that the "VCRUNTIME140_1.DLL" was randomly deleted out of my registry and thus caused this issue. So maybe its also the case for the OP? Thanks for your help quickER :)

"VCRUNTIME140_1.DLL" from what I know/found is part of C++ 2015.
How did you reverse engineered it? I know there's .exe file for C++ in : Steam/steamapps/common/Steamworks Shared/vcredist/2015 ; but don't remember if that's folder where it's installed. (not currently on PC)

I tried:
Launching it on steam and on Edpic Games.
Deleting Chache
Deleting Config and looked in an folder called "DefaultSystemSettings" The Resolution was weird like 1280x720
I tried starting it in windowed mode in "Launch Option" with : -windowed
I reInstalled the game
Reinstalled Microsoft C++ Packages 2010
I downloaded Framework 4.6.2 Runtime
startet it as and Administrator
I looked in the latest Log and found nothing
Installed latest Graphic Card driver
And I found out I have DirectX 12
Instead of just deleting Cache folder do other steps = Try all 3 steps here - deleting Cache, disabling cloud (under General tab not under Update) and renaming folder with steps in link :

If you found nothing in latest Log then maybe i can see something.
I have a Nvidea Gforce GTX 1060 3GB.
I tried all your steps and now its starts but with the error message "Rocket League stops working" and the tab is called "Rocket League Cooked". After a while Rocket League quits
I also tried downloading it on Laptop and playing it there didn't worked eather.
Edit: I renamend the new Rocket League folder the second time to "Rocket League Old" and then it startet the Game.
